Segun Oni Average Cost per Kilometer Analysis Liabilities of Road Projects from Previous Administration From the analysis above, and judging from the stringent negotiation carried out in respect of the new contracts, it is worthy of note that the Gen. Tunji Olurin Administration presented a competitive cost per kilometer. The cost per kilometer of N33.71 cost per kilometer for contracts awarded by Olurin was just 8% above that of the Segun Oni Administration which was N31.12
