| INTRODUCTION:The Economy of Ekiti State is deeply rooted in Agriculture with a vast majority (70%) of the population engaged in farming. This explains the high priority, which the State Government accords agricultural development. OBJECTIVES:The main objective of the Ministry is to promote accelerated development of agricultural activities in the state in all ramifications, which include among others Development of Food and Tree Crops, Livestock, Fisheries, Forestry and Agricultural Engineering. 1.3 POLICIES/STRATEGNIES:In order to achieve the stated objectives, the following are the strategies adopted by the state government:(i) Encouragement of Agriculture at all levels such as the back to Land programmes, agriculture in schools, the farm settlement Scheme, Farmers Congress and other stake holders are involved for the purpose of food for self sufficiency and gainful employment thereby improving the income of the masses and general weather;(ii) Provision of rural infrastructure such as feeder roads, rural water supply and small earth dams for irrigation, provision of on-farm and off-farm storage facilities, on-farm and off farm small processing facilities are used as incentives For increased production;(iii) Production of cocoa and other major cash crops is encouraged to increase rural income through subsidy of chemicals and cutlasses;(iv) Adequate supply of improved planting materials, seeds and Seedling to foundation stock of finger lings and poultry to farmers thereby making the state self sufficient in all crop varieties and all species of livestock production;(v) Rehabilitation of our storage structures (silos, cribs etc.) for Effective z7sc to avoid.(vi) Wastage during and after harvesting periods;(vii) Increased production of fish and ', livestock is encouraged to Increased the protein content in the basic diet of the populace; and(viii) Forest regeneration programme is intensified to provide for wood based industries.1.4. STRUCTURE OF THE MINISTRYThe Ministry of Agriculture and Natural Resources has the following Departments:(i) Finance and Administration(ii) Planning Research and Statistics(iii) Agricultural Services(iv) Veterinary(v) Livestock(vi) Fisheries(vii) Produce(viii) Rural Development(ix) Forestry and Wildlife In addition to the above departments the Ministry supervises the following special projects: (i) Agric Input Supply Agency(ii) Ekiti State Agricultural Development Project(iii) Tree Crops Unit(iv) Agric Credit Agency '(v) Poultry Production Agency . (vi) Seri-Culture Unit(vii) Agro-Climatological and Ecological Zones Study(viii) Ekiti Rural Access Programme (ERA11)' 2.0. DEPARTMENT OF FINANCE AND ADMINISTATIONThe. Finance and Administration is the administrative arm of the Ministry and it is basically responsible for all personnel, finance and general duties of the Ministry. The functions of the department include:(i) Advising the Accounting officer and the Chief Executive on financial and personnel matter.Advising the heads of department on financial and general administration of their departments.(iii) Initiating policy issues(iv) Implementing policy directives from the Accounting officer and the Chief Executive.(v) Ensuring adherence to financial regulation, General Orders and other status books(vi) Maintaining batik accounts of the Ministry.(vii) Responsible for record keeping, promotion, discipline, deployment and general welfare of officers.(viii) Render returns on establishment matter to the appropriate arms and agencies of government.(ix) Maintenance of vehicle, office furniture and equipment.(x) Ensures general security of the office and materials. ACHIEVEMENTS(i) The Promotion Board of the Ministry has met and recommended to Civil Service Commission for the officers due for promotion for year 2007.(ii) To maintain security and protect Government investment at the Cassava ProcessingFactories, 6 watchmen where appointed.(iii) The department has facilitated the release of N249,737,064.31 for the prosecution of various capital projects going on in the Ministry. These include Cassava Multiplication Centres, Farm mechanization.(iv) (iv) Payment of Crop Compensation to Osin-Ekiti Community for land acquired for farming. CONSTRAINTS(i) Absence of vehicle for its itinerant duties(ii) Poor tools and inadequate office equipment.(iii) Accommodating has remained a major problem facing the Ministry. The return of the Forestry Department has worsen the situation. 3.0. PLANNING RESEARCH AND STATISTICS DEPARTMENTPlanning, Research and Statistics department is responsible for the supervision, monitoring and streamlining of the activities of all the functional departments of the Ministry. It identifies, assesses, prepares project proposals and monitors the effective implementation of the Capital Projects being executed by the various departments.The specific functions of the department are as follows:(i) Collection, collation and evaluation of reliable agricultural statistics showing the situation of agriculture in the state and providing the benchmark for agricultural planning.(ii) Compilation of revenue weakly and monthly, quarterly and annual returns from the various operational departments and forwarding same to the Ministry of Finance, Revenue Mobilization and other relevant Government Agencies. The sum of N 12,602,900.00 was generated between January to September 2007.(iii) It serves as the Secretariat to the Ministry's Tenders Board and serves as a link between the Ministry and State Tenders Board.(iv) Evaluation of the economic potentials and viability of all Agricultural Development proposals sent to the Ministry for consideration.(v) Monitoring and collection of Agro-meteorological data. The followings are needed by the department to improve the performance of its statutory roles:· Vehicle for project monitoring and evaluation (Toyota Hilux).· Motorcycle for dispatch of letter/documents (Suzuki 100)· A set of Computer (for accurate data banks)· Establishment of Research and Library for dissemination of agricultural knowledge· Replacement of out-dated equipment in the functioning agro-climatological stations. Establishment of additional four agro-climatological units in the Local Government Areas that are not having the facilities. 4.0 AGRIC SERVICES DEPARTMENTThe department has the overall objective of promoting agricultural production ;I with a view to achieve self sufficiency and creating surplus in food and tree crops to 'i provide raw materials for agro-allied industries and for export. 4.1 ACHIEVEMENT(i) 5001-IA CASSAVA FARMS As at now land preparation and planting is about to terminate, while routine maintenance will continues.(ii) The department takes care of 32ha of cassava multiplication farms, which sited in all the 16 Local Government.(iii) Youth Empowerment Programme: The 34 participants in the programme arc still on the farm at Orin from settlement, while harvesting of maize has started in individual farm.(iv) The three cassava processing centres are at advanced stage of construction, whilecommissioning will soon take place.(v) The departmental still maintain 47 tractors on the grand while the newly(vi) Purchased 15 Units are still being expected. 5.0 VETERINARY DEPARTMENTThe Veterinary Department is saddled with the responsibility of diseases investigation into the causative factors of animal diseases; control of inter and intra state animal movement in order to safe guard the health status of animals resident in the State, maintenance of Veterinary Public health through regular meat inspection control and management of deserves that are transmissible from animal to man and vice-versa. These functions are performed under the following programmes. 1 VETERINARY CLINICAL SERVICESThis involves the curative and preventive treatments of all classes of animal diseases in the 15 veterinary clinics, 2 sub-clinics, 3 treatments centers scattered in the sixteen Local Government in the State. A total number of 106,247 clinical treatment of various animal diseases, 30,222 of various species including poultry were vaccinated, surgical cases were carried out on 4830 animals and control of Avian influenza involving 2400 birds a breeder stock. 2. VETERINAY LABORATORIES AND INVESTIGATION SERVICESThere are 4 laboratories attached to the 4 veterinary Hospitals, 2 of them are partial equipment not functional. 3. VETERINARY CONTROL POST/CATTLE MARKETThere are control posts at border towns with the neighbouring states. Established purposely to safeguard the health of our animals within the State. Animals entering Ekiti State from other states•are clinically examined to ensure that only disease free•animals are allowed to entered and pass through the State.CONSTRAINTS i Tariffs for revenue generation with regards to clinical services, meat inspection,and cattle market should be reviewed upwards.(ii) Lack of mobility for use in the State Veterinary officers in all the 16 Local Government Areas. This has led to poor execution of disease control, cor.ltainment, surveillance and ambulatory clinical services.(iii) The Veterinary Department is short-staffed; also eight of senior offfcers are leaving the service due to retirement. 4. VETERINARY PUBLIC HEALTI-I AND MEAT INSPECTIONA modern Central Abattoir complex along Iworoko Road, Ado-Ekiti is currently being constructed to alleviate the suffering of the State butchers and to reduce the fish farmers to enhance massive production of fresh fish in the state. 7.0 PRODUCE, DEPARTMENTThe Produce Department carries out the inspection, grading and quality control of l exportable Agricultural Produce like Cocoa, Palm Kernels, Coffee, Cashew nuts and grains in the State. The department also carries out collection of revenue on the graded produce on behalf of the State Government. 7.1 OUALITY CONTROL AND ANTI-SMUGGLING The Produce Department maintains 28 quality control posts at various strategic }, exit border towns and villages within the State to prevent the smuggling of ungradedproduce out of the Ekiti State. 7.2 PEST CONTROL ACTIVITIESThe pest Control unit saddled with the responsibility to control pest infestation of stored produce and field plant protection. This enables the general public to control termites and other pests in homes, offices, churches e.t.c. 7.3 STAFF TRAINING AND MANPOWER DEVELOPMENT The Department has d training School temporarily located at Omuo Ekiti for manpower development and training, The Department organizes refresher courses for its staff during the of season. At present, 23 recruited staff in July, 2006 is undergoing training at the Produce Training School, Omuo Ekiti. 7.4 NATIONAL COCOA DEVELOPMENT COMMITTEE (NCDC)Produce Department oversees the operations of the National Cocoa Development Committee (NCDC) in Ekiti State. The NCDC was set up for the rehabilitation and regeneration of Cocoa production in Nigeria. The Deputy Governor is the chairman of the State Cocoa Development Committee while the Director of Produce is the Secretary. The Deputy Governor of Ekiti State is the Chairman of the Organisation and Mobilization Sub-Committee of the NCDC while Ekiti State is the Secretariat. CONSTRAINTS.Lack of fund to purchase fuel for vehicles and motorcycles in the department for effective monitoring. 8.0 DEPARTMENT OF RURAL DEVELOPMENT.The Department of Rural Development is saddled with the responsibilities to execute and coordinate rural development activities. The Department liaises with other Ministries and Agencies that are directly or indirectly involved in the development of socio-economic life, of the rural dwellers in Ekiti state. FUNCTIONS OF THE_.DEPARTMENT i. Liaising with Federal Government, other State Government, Local Government, Non-Government Organisations, Communities and Agencies to facilitate rapid rural development. ii. Provision of rural infrastructures. iii. Mobilizing the people to participate in sustainable rural development programmes. iv. Complementing the Current report Oil HIV/Aids prevention as well as increasing knowledge and awareness of the Agricultural Sector- on HIV/Aids. v. Collaborating with research institutions, departments, Parastatals and Ministries that have programmes in the rural areas; thus improving the access of the rural people to resources that can improve their livelihood. vi. Mobilizing rural people to benefit from resources available in Ministry of Agriculture and Natural Resources to improve their lives. vii. Liaising with the department of rural Development of the Federal Ministry of Agric and Water Resources in carrying out their rural development intervention in the rural areas of the state. ACHIEVEMENTS(i) Mobilization of Rural dwellers for Agriculture and Rural Development.(ii) Sensitizing and educating the members of staff of the Ministry, farmers and other stakeholders in Agriculture Sector on the danger of HIV/Aids.. CONSTRAINTS (i) Non release of funds to execute their programme.(ii) Inadequate office accommodation for the staff.(iii) Lack of Compute set adequate documentation and processing of data.(iv) Inadequate number of technical officers for Civil works.(v) Lack of mobility for monitoring exercise.. 9.0 AGRIC INPUT SUPPLY AGENCYEkiti State Agric Input Supply Agency was created from the defunct Ekiti State Agric Input Supply Company for better performance. AISA is responsible for procurement, distribution and marketing of germ inputs, agrochemicals, hardware fertilizer and good quality feeds. ACHIEVEMENTS1. AGROCI-IEMICALS: Agro-inputs such as herbicides insecticide fungicides and hardware worth #3.24 million had been purchased, distributed and is now being marketed to farmers.2. POULTRY FEEDS PRODUCTION: Over 30 MT of feeds worth $122m had been produced. The agency is presently the major producer and marketer of poultry feeds in the State.3. FERTILIZZER: 2980 M T of fertilizer valued at #146,454,000 has been received for onward distribution to farmers in the State. 10.0 TREE CROPS UNITThe Tree Crops Unit of the State Ministry of Agriculture and Natural Resources has the mandate for the production, raising and distribution of improved tree crops seedlings. The crops include cocoa, oil palm, cashew, coffee, kola nuts, coconut and other economic tree crops. The seedlings are distributed either free or at highly subsidized rate.Activities of the unit include:- Production of seedlings of all economic tree crops and sales to farmers at highly subsidized prices.- Establishment of Government owned plantation and management of same and particularly 70Ha oil palm and 7Ha cashew plataintion at Orin and Osin-Ekiti Farm settlement respectively- Participation in the National Accelerated Industrial Crop Production Programmed NAICPP and other presidential initiatives on tree crops development. ACHIEVEMENTMaintenance of 17,000, oil palm seedlings across the State to be distributed/sold to farmers in 2008 planting season.The Unit maintains 2ha cocoa seed garden at Igirigiri to provide certified hybrid seed for establishment of cocoa Nursery. The Tree Crop ' Unit is presently maintaining a 70ha oil palm plantation at Orin Ekiti and 7ha cashew plantation at Osin Ekiti.- 20 facilitators and 3 master Trainers have been trained in 'preparation for the take off of the proposed farmers field school in the State.- Also, 500,000 cocoa seedling is being proposed for the 2007/2008 cocoa planting season. 11.0 SERICULTURE DEPARTMENTThe sericulture project is located at Erinfun, Emirin, junction along Polytechnic road, Ado-Ekiti. The idea to introduce Sericulture was conceived and geared towards provision of employment and industrialization of the rural areas of the State. The project was approved as a parastatal under the last Administration as Sericulture is usually a separate Ministry in practicing countries. PROJECT OBJECTIVES- To demonstrate the various aspects of sericulture practices.- To introduce the various practices to interested individuals in the State through extension Services.· To produce and supply viable silkworm eggs for farmers by rearing pure races at the project headquarters. To organize extension activities towards sensitization of the peoplewith the possibilities in sericulture.· To monitor and advise farmers through regular visits and training towards self-reliance and improvement on the job. To generate revenue for the State Government through taxes. NAMES OF DIVISIONThe departments has up to ten functional departments namely: Administrative department, Moriculture department, Cocoon production department, Grainage department, Silk reeling department, Silk Weaving department, Maintenance department, Marketing department, Extension/Training department and planning department. IMPLEMENTATIONTowards a successful implementation of the project in the State and Nigeria in general, the State government is having a collaborative agreement with the Raw Materials Research and Development Council, Abuja. The Council has so far been supporting the project.As at today, the project is presently grooming 65 farmers as the first set of Sericulture farmers in the State. These initial farmers will be expected to go into production of Cocoons by the middle of year 2008. STAFF STRENGTHThe staff strength of the project is 40 and this is grossly inadequate to commence full operation. The above numbers include the acting Project Manager and six other Senior staff. CONSTRAINTSThe project has quite a number of building for both demonstrations and production even though some of the complementary materials are not in place and are being requested for now. 12.0 POULTRY PRODUCTION AGENCYThe Agency was established by an act of the Ekiti State Executive Council With two major units viz: ,(i) The parent stock farm.(ii) The Hatchery complex. OBJECTIVE: The major aim of setting up the agency is to produce and make available to the public good quality day old chicks of pullets, Cockerels and broilers. ACHIEVEMENTSBetween 2001 and 2004, the Agency raised a total of 4647 parent stock from these 394,396 pullets eggs and 158,477 broiler eggs were produced. In addition from the fertile eggs, 7847 commercial day old pullets, 81962 Cockerel and 61, 146 commercial broilers were produced. ,From 2005 to date the agency has not been producing however effort is on to resuscitated in view of its assets that worth millions of Naira.
