EKITI STATE WATER CORPORATION
1.1
Ekiti State Water Corporation is established by the Ekiti State Official Gazette No. 14 of 1997 on the creation of Ekiti State . It then functioned as such with a governing board of directors. In 2005, the Government of Ekiti State announced the change of the status of the Corporation to that of a Ministry, to become the Ministry of Water Resources. On August 8t" 2007, the Executive Council approved the re-establishment of a new Water Corporation in Ekiti State thereby scrapping the then Ministry of Water Resources.
1. 2. FUNCTIONS
1. to control and manage all waterworks vested under the Edict establishing the Corporation.
2. to establish, control, manage, extend and develop such waterworks and to extend and develop such existing ones as the Corporation may consider necessary for the purpose of providing water in order to meet the requirements of the general public, agriculture, trade and industry in various part of the State.
3. to organize and conduct comprehensive research for the purpose of the Corporation from time to time on matters relating to its functions under the Edict and to submit, or request, the result of such research to the appropriate quarter for utilization of the same by it in formulation of policy relating to the supply and usage of water in the State; and
4. to make an arrangements and enter into agreements with any person, department or office of the government or any of its members, officers, employees, servants or agents for the exercise, performance or provision by that person, department office and agent for the Corporation or any of the functions, service or any of the functions, service or facility that may be exercised, performed or provided by the Corporation.
1.3 WATER SCHEMES
1. There are ten (10) water supply Schemes managed and run by the Corporation and they are categorized into high grade, medium and mini water supply Scheme.
(a) High Grade Water Supply Scheme
(i) Ero Water Supply Scheme
(ii) Little Osse (Egbe) water Supply Scheme
(b) Medium Water Supply Scheme
(i) Itapaji/Ikole Water Supply Scheme
(ii) Ado-Ekiti Water Supply Scheme
(iii) Efon-Alaaye Water Supply Scheme
(iv) Igbara-Odo/Ogotun Water Supply Scheme
(c) Mini Water Supply Scheme
(i) Ido-Ile Water Supply Scheme
(ii) Okemesi Water Supply Scheme
(iii) Ikere Water Supply Scheme (borehole)
(iv) Textile/Basiri Water Scheme.
1.2 For the sake of administrative convenience, the Corporation is structured into four major departments; namely, Finance and Administration, Operation and Maintenance, Technical Services and Commercial Services department.
1.3 Also, the major schemes are headed by Works Manager while the Commercial Services department is divided into Six (6) major Zones which cover all the towns and villages in the State:- Ekiti Central I (Ado); Ekiti Central II (Aramoko); Ekiti South I (Ikere); Ekiti South II (Ode); Ekiti North I (Ikole); and Ekiti North II (Ido).
2. ACHIEVEMENTS
The Ekiti State Water Corporation which is saddled with the responsibilities of producing and supplying pipe borne water to the masses of the State has witnessed impressive and tremendous improvement and achievements between July - October, 2007.
2.1. FINANCE AND ADMINISTRATION DEPARTMENT
The department is in charge of promotion, discipline and the finances of the Corporation.
Promotion papers for the Years 2005, 2006 and January, 2007 have all been collated. However, the promotion letters of senior staff for the three years have not been issued, due to the non-constitution of the Civil Service Commission Board. Discipline is also being maintained at all levels.
Between July- October, 2007 the State government released a total sum of N149,529,105.33 (One hundred and forty nine million, five hundred and twenty nine thousand one hundred and five naira thirty three kobo) for recurrent and capital projects.
Also, a total sum of #50,119,808.93 (Fifty million, one hundred and nineteen thousand eight hundred and eight naira ninety three kobo) was released to the Corporation during the period under review for the payment of worker's salary.
Due to erratic PHCN Supply, a total of 385,000 litres of diesel was supplied to our various schemes for pumping of water by the State Government.
2.2. COMMERCIAL DEPARTMENT
The department is saddled with the responsibilities of revenue generation and maintenance of distribution lines. Between July - October, 2007, the department generated a total sum of #10,576,705.00 (Ten million, five hundred and seventy six thousand, seven hundred and five naira) from payment on tender fees, tanker Services, and service connections e.t.c.
Due to the concerted effort of the department to quickly repair bursts on the distribution pipelines networks , many towns and villages that have not been enjoying potable water supply for many years are now getting water.
2.3. TECHNICAL SERVICES DEPARTMENT
This department is in charge of design, preparation of estimates, supervision, construction of civil structures, rehabilitation of existing structures, relocation, extension of pipelines e.t.c. The department is divided into four major units, viz Strategic and Operation, Planning unit, Project Implementation, Quality control and Small Town Water Supply Scheme.
2.3.1. STRATEGIC AND OPERATIONS PLANNING UNIT
During the period under review, the division has been able to embark on various projects, which include:¬
(i) Inspection/Verification of the health facilities borehole in Ekiti State .
(ii) Proposals for clearing and planting of grasses on the embarkqent of Ureje Dam, Ado-Ekiti is ongoing.
(iii). Proposals for costing and estimation of engineering and route survey of Efon (Igbo-Eye) to Itawure community is ongoing.
(iv). Preparation of brief for the supply of UPVC pipes for the maintenance of water pipelines in the State was completed and the project had been awarded by the State Government. Supply has commenced.
(v). Tender for the supply of UPVC pipes to Ifaki - Esure and Awo - Eyio had been opened and preparation of brief is in progress.
(vi). Analysis of tender documents and preparation of brief of Ado waterworks expansion had been completed and the contract had been awarded.
2.3.2. PROJECT IMPLEMENTATION UNIT
(i). Temporary solution to the problem of Iloro surge chamber had been completed and the community is now getting water.
(ii). Repair of pipe leakages at Mobil Junction, Mobil - Ajilosun rising main had been completed.
(iii). Chain survey of GRA/Onigari/Onisinla for pipeline extension had been completed and the estimate had been prepared.
(iv). Design/Production of drawings for the proposed l 000m3 circular ground level
reservoir at Ifaki had been completed and the estimate had been prepared.
(v). Pipeline extension at Omisanjana, GRA, Ajebamidele and Odo Ado had been
embarked upon and completed.
2.3.3. QUALITY CONTRROL UNIT
(i). The reservoirs at Ikole, Ijesa-Isu Ekiti and the sedimentation tank at Ado headworks were washed and disinfected.
(ii). A store was evacuated at Ado headworks to serve as temporary Laboratory pending the time that the contractor awarded the new treatment plant will build and equip the Laboratory.
(iii). Proposal for bulk purchase of Chemicals is ongoing.
2.4. OPERATIONS AND MAINTENANCE DEPARTMENT
The department is in charge of all operational works which include production and distribution of water in the state, maintenance of all the pumping and treatment plants of all water schemes and waterworks in the State.
The situation and achievement in all the schemes and waterworks are as stated
below:¬
2.4.1 ADO WATER SUPPY SCHEMES
(i). Resuscitation of Textile Borehole to feed Bashiri, Fajuyi Booster station and Adebayo/Opopogboro Areas
(ii). Award of contract for the provision of new additional 5000m3/day treatment plant for the expansion of Ado Waterworks.
(iii). Continuous improvement in supply of pipe borne water to Ado metropolis, through 24 Hours pumping and repair of burst pipes. (iv). Rehabilitation of Ado Waterworks by Messer ADPETT completed
2.4.2. EFON WATER SUPPLY SCHEME
Ensuring constant water supply to Efon-Alaye township through regular pumping of water and maintenance of pipeline.
2.4.3. OKEMESI WATER SUPPLY SCHEME
Connection of newly installed Transformer to PHCN line and replacement of faulty electrical equipment to ensure regular pumping of water to Okemesi township done.
2.4.4. IDO - ILE WATER SUPPLY SCHEME
Regular maintenance of the scheme to ensure that water is pumped to the community on continuous basis.
2.4.5. IKERE ARTESIAN BORHOLE
(i). 1 No pumpset was transferred from Ogotun Booster station and 1 No Electric motor was rewound to ensure regular water supply to Ikere township. (ii). The faulty 100KVA Gen set was repaired and serviced while pipelines were regularly maintained.
2.4.6. IGBARA-ODO WATER SUPPLY SCHEME
Repair work were carried out on the starter panels, pumpsets, while the pipeline were regularly maintained for free flow of water to Igbara-Odo township. 2.4.7. ERO
WATER SUPPLY SCHEME
2.4.8. ERO HEADWORKS
(i). Regular maintenance of pumpsets and starter panels to ensure 24 hours water production.
(ii). Installation of 1 No 2200KVA 33/3.3KV newly purchased Gen. Sets (iii). Completion of rehabilitation of Ero and Aiyetoro by Messr BAFFSHAK
2.4.9. AIYETORO BOOSTER STATION
(i) Installation of 1 No 1500KVA 33/3.3KV newly purchased Gen. Sets
(ii). Regular maintenance of starter panels and Transformer.
(iii). Detection of faulty High tension XLPE Transformer Cable
(iv). Supply of water to Ipoti-Ijero-IIcoro, Ido-Ijero, Ido-Ifaki-Iworoko-Are¬-Afawo & Ido-Awo-Igede on regular basis was maintained.
(v). Tracing of Afao-Igbemo pipeline in progress.
2.5.0. IRO BOOSTER STATION
Regular maintenance of panels, pumpsets and generator to ensure constant water pumping to Osan.
2.5.1. ISAN BOOSTER STATION
(i). Purchase and installation of a new 200KVA 33/0.415KV Transformer.
(ii). Repairs of starter panels, pumpsets and generator to ensure regular pumping of water to Oye township and towns along the axis.
(iii). Repair of damaged pipeline to get water to IIupeju Booster station is in progress.
2.5.2. ARAMOKO BOOSTER STATION
(i). Repair of Transformer and pumpsets to ensure regular pumping of water to Aramoko and Erio.
(ii). Regular maintenance of Ijero-Aramoko-Erio pipeline.
2.5.3. IGEDE BOOSTER STATION
(i). Repair of faulty starter panels, generator and damaged 11 KV High Tension PHCN Poles.
(ii). Regular maintenance of Igede-Iyin and Igede-Ilawe pipeline and distribution networks.
2.5.4. ITAPAJI WATER SUPPLY SCHEME
2.5.5. ITAPAJI HEADWORKS
(i). Rehabilitation work by Messr Dromo completed.
(ii). Supply and installation of 2 Nos 15,000 ltrs surface tanks for Diesel storage.
(iii). Regular maintenance of starter panels, Generators, e.t.c. to ensure pumping of Water to Odo-Oro Booster Station.
2.5.6. ODO - ORO BOOSTER STATION
(i). Supply and installation of No 150001trs Diesel tanks completed.
(ii). Repair of existing 350 KVA generator to ensure regular pumping of water to Ikole and environment.
(iii). Installation and repair of 650KVA Gen sets transferred to the station from Itapaji is in progress.
(iv). Repair of Ikole-Ijesa-Isu pipeline completed.
(v). Repair of Ikole-Aiyedun-Ayebode-Ilasa pipeline in progress.
(vi). Repair of Ikole-Osin-Ire pipeline is in progress.
2.5.7. EGBE WATR SUPPLY SCHEME
(i). Repair of faulty low lift Transformer, starter panel etc to ensure regular pumping of water at Egbe Dam.
(ii). Repair of burst pipes to get water to Ode-Agbado-Aisegba-Iluomoba-Ijan, Egbe and Agbado - Imesi.
(iii). Repair of Aisegba -Ise -Emure/Eporo pipe line is in progress.
3.0. SUMMARY:¬
The Corporation is grateful to the State Government for its assistance during the period under review which has made it possible to frontally confront the challenges.
The Corporation was able to restore potable water to Ikole, Ijesa-Isu, Aiyedun,, Aiyebode and Ise e.t.c. after so many years without water supply in these towns.
I D. AFFILIATE OF THE ORGANISATION
SMALL TOWN WATER SUPPLY SCHEMES
The European Union (EU) in collaboration with the Federal Governments is implementing the Small Towns Water Supply and Sanitation programme (STWSSP) pilot Projects in three States of Adamawa, Delta and Ekiti State. 12 communities are expected to benefit from this programme in Ekiti State.
Tender analysis for the award of construction of motorized borehole in six communities out of the 12 Small towns is on-going.
Our existing facilities in the communities would be used. To this effect, an MOU had been prepared for the implementation of the transfer of the facilities which will be signed by the State Government and the communities.
2. ON-GOING AND COMPLETED PROJECTS
• The contracts for the award of UPVC pipes, Valves and fittings had been awarded and the contractors have started supplying.
• The contract for the expansion of Ado Waterworks had been awarded and the contractor had moved to site.
• Pipeline extension to some parts of Omisanjana, G.R.A, Ajebamidele and Odo¬Ado had been embarked upon and completed.
• The Construction of Community watering point at Atundaolu, Irona, Ado-Ekiti had been completed.
• Survey of the proposed water pipelines across Ekiti State is on-going.
3. ROAD MAP FOR FUTURE DEVELOPMENT
• Rehabilitation of Booster Stations at Ilasa, Ilupeju, Igbara-Odo
• Construction of Booster Stations at Aramoko,Ijan, Isinbode„ Oke Ako, Itawure and Aba Oyo

EKITI STATE INDEPENDENT ELECTORAL COMMISSION MINISTERIAL PROFILE
A.
Ekiti State Independent Electoral Commission is a creation of the 1999
Nigerian constitution. The Government of Otunba Niyi Adebayo in
accordance with the constitution created the Ekiti State Independent
Electoral Commission in September, 2000 with the appointment of Mr. B.
0. Agbede as the Pioneer Executive Secretary. The Board of the
Commission was subsequently inaugurated on March 22nd, 2001 with the
swearing-in of the Pioneer Chairman Chief S. B. Adeyeye and six (6)
other Members. The other pioneer members are; Chief M. 0. Ogunremi,
Chief Animasaun Agidigbi, Mrs. R. B. Ashaolu, Mr. Olaitan Olayinka,
Mrs. Selinah Fasanmi and Barrister R. A. Olowokere. On inauguration,
the Commission had just two Departments namely: Department of Finance
and Administration and Department of Logistics and Field Services with
each of the Department headed by a Director.
The Staff composition on inauguration was made up of seconded staff
from the main stream of the Civil Service and 70 direct staff of junior
cadre employed by the Commission. In addition alaott~6-17 serving
teachers were deployed to the Commission to function as local
government Electoral Officers. Sixteen (16) of them were deployed to
the 16 local government areas of the State while the remaining one
served at the Headquarters. The total number of staff on the
Commission's pay-roll then was one hundred and ten (110) including the
Commission members. The Commission has offices at the headquarters of
all the sixteen (16) local governments which is being headed by the
electoral Officers.
At present the Commission has been dissolved. The names of nominees
have been forwarded by the State Government to the State House of
Assembly for approval after which new Corn missioners will be
inaugurated. The Commission, now headed by the Executive Secretary,
carries out administrative duties.
(B) FUNCTIONS
The Commission's primary assignment/function which is backed-Up by
section 197 of the Nigerian constitution is to organize, conduct and
supervise election into all elective posts in the local government
councils in the State.
2. RESUME OF ON-GOING AND COMPLETED PROJECTS
It is to the credit of the State Government that the office building of
the State Independent Electoral Commission h-as renovated. In addition,
a new office building has been built within the Commission's premises
and fully equipped.
Moreover, a communication Radio Network linking the Commission's
headquarters in Ado Ekiti with its Local government offices has been
installed to facilitate easy/immediate communication and to give room
for effective relay of election results.
To ensure movement of materials and personnel during election, the
Commission has procured 3 Toyota Hilux and 2 Toyota Corolla to
supplement the services of the vehicles already on ground.
At present the Commission has procured all non-sensitive election
materials and distributed them to all its Local Government offices in
preparation for Local Government election and it has also set all
machinery in motion to get sensitive materials available as soon as the
appointment of the Commission members is ratified by the State House of
Assembly.
3. ROAD MAP FOR FUTURE DEVELOPMENT
The Commission is poised to conduct a completely free and fair local
government election in Ekiti State. The credibility of the election
will ensure peaceful inter-party relationship in the State and create a
conducive environment for socio-political development.
