Proposal on Values
•         The core values of Ekiti people:
•         Honesty, Integrity, Hard work and Principle
•         Equity and Justice are two other values cherished by Ekiti people but shared across the Yoruba nation
•         Transparency is a value now being inculcated nationally and is already embedded in the Honesty and Integrity values, as also Honour
•         Branding Ekiti should centre on these four core values plus the missing value – ENTREPRENEURSHIP
 
 
Other Symbolisms
•         The current Ekiti Anthem is deficient to the extent that it ignores our values and focuses merely on our “independence” or “liberation”.  It plays up our attribute – homogeneity, rather than our values
•         Proposal:  a competition at some point in the near future on a new anthem with appropriate guidelines provided Letter heads (there is currently no uniqueness)
•         Currently no uniqueness!
•         Proposal: use logo on our letterhead as shown. Same for ID cards
 
Identity Phrase
•         There is debate as to the appropriateness of the phrase “FOUNTAIN OF KNOWLEDGE”
•         Many view it as an expression of arrogance from a scriptural perspective – a challenge of GOD!
•         Opinion: growing rejection is based more on cynicism (resulting from our disappointing experience with self-governance and the attendant self doubt) than on any concrete and fundamental challenge to any part of the scriptures especially in its temporal essence
•         Recommendation:  Not much would be gained dropping the phrase and not much would be lost substituting it with the phrase LAND OF HONOUR.
 
SINE-QUA-NON
To achieve the above, it will be necessary to agree on the following:
•         Revamped Internal and external Communication Program:
•         Design and Launch of State Intranet, Weekly and Quarterly Bulletin, In- Office, In-Situ, SMS and Mobile Campaigns; Networking Service, Message Shirts – Regular and T; others
•         DNA Branding Program:
•         Single Source procurement of all Internal Communication Materials (Letter Heads, Call Cards, ID Cards, Memo Pads, Folders, etc)
•         Bridging the Gap Program (Training & Capacity Building) which would include:
•         Advance Management Retreat
•         Middle Level Train – the – Trainers Workshop
•         Information Officers Workshop
•         Survey Program – regular internal surveys to capture perception and expectation of the workforce; external surveys with a view to helping government improve performance and service delivery in all sectors.
•         Performance Reward Program – to design and implement a reward program that will help the internal public desire and attain optimal performance.
 
Critical Action Points
•         On-going process to clearly define State Government Structure to help transparency, accountability and interface management to be completed.
•         Key actors / players in government need to understand and implement their job description.
•         The watchword should be collaboration between the MDAs
•         Interface and overlaps to be identified to ensure a disciplined and seamless operation of government.
•         We must inculcate our core values into our work culture
•         Move towards Corporate Management that relies more on formal structure
 
Achievements and Improvement
•         Determination of Government to improve on the inherited dilapidated public infrastructures must be acknowledged
•         High commendation for the results already achieved in:
•         Health intervention programs
•         Portable water in some areas of the state
•         Award of 25 public roads for construction
•         Sustained pressure on LGAs to perform
•         Overall prudent approach to financial management
•         Due Process and transparency in contract award
•         Sustained focus on search for investment
•         Renewed confidence in governance
•         Government efforts in the following areas will need to be sustained:
•         Construction of the Roads in real terms to specification and extension of same to other parts of the State – effective supervision
•         Improvement on the Energy situation in Ekiti
•         Extension of the water miracle to other parts of Ekiti
•         Education which is one of the cardinal pillars of the branding program must be given a serious attention in branding. For Instance, Ekiti Schools should have unique Architecture and landscape; sustenance of ongoing noble effort to restructure and reposition the University of Ado Ekiti in a way that truly reflects Ekiti Values and aspiration.
 
Environment
•         Beautification/aesthetic program to have a unique brand feel
•         Hire a Landscape expert as a Consultant to the State Government to implement the Landscape programme of the Government.  During the ongoing LGA tour, Mr. Governor advised the need for landscaping to complement the new structures erected by the LGAs in several locations.  A focused approach is key to achieving the desired uniqueness and aesthetic
•         Could revisit the side walk tree programme that was recently presented to Council to complement the roads to be constructed.
•         Proactively move to prevent Ado-Ekiti from becoming like Lagos
Security
•         Need to reinforce internal security within the State with Government perceived as having State Security under control
•         Recent happenings around Government offices do not help with the much needed perception of adequate safety and security and could affect investors’ confidence. Happily the problem is now solved.
•         They could also cast doubts on the confidence level of governance
•         Warning:   a boom in tourism into the state will inevitably attract some unwanted visitors who will task our security machinery.
 
Tourism & Hospitality
•         Key Tourist Centers of most economic potential to be identified and developed through a PPP model. Possible areas:
–        Ikogosi Warm Springs & Hotels
–        Arinta Falls & Resorts
–        Dam View Hotels and Resorts at Itapaji, Ureje and Ero Dams
–        Efon Range and Bush Lodges (Itawure Project).  The Architectural view and the Artistic impression of the Itawure project could be prepared and advertised on Billboard and the Internet as a way of stimulating the interest of potential investors.
•         Tourism is very important to our brand development as it is the initial pool of people out of whom investors emerge
•         Need to show interest in Hotel development in the State.  Very few hotels in the State currently are of the required tourist standard to retain visitors or promote repeat visits; conditions that are necessary to promote sustainable investment
•         Time is ripe for developing a comprehensive plan for the development, promotion and marketing of our Tourism.
 
Additional Reinforcements
•         Need for a central clearing point for all Private Sector Investment (PSI) proposals
•         Suggestion: Ekiti Enterprise Development Agency with some linkage to the State Planning Commission; Policy & Strategy to keep record for inventory and follow-up.  This will achieve the following:
–        Allows for a first hand technical and detailed review to assess degree of fit into Government’s Plan.
–        Ensure that all proposals are responded to, either positively or negatively
–        Help government make informed decisions at all times
–        Create harmony within government.
–        Ensure all initiatives achieve closure
•         Need for a clearing house for all proposals from Donor Agencies and NGOs
•         Proposal: State Planning Commission, also with responsibility for gathering, collating and managing data on State’s economic progress
•         Strengthen Policy & Strategy as the hub of all bilateral and inter-ministerial relationships. This will enable focus on:
–        Cultivating of Commercial and Cultural Attaches in various embassies towards identifying and actualizing viable business/investment opportunities/partnerships with effective coordination
–        Evaluation of the strategic importance of each relationship to the State
–        Ensure Ekiti develops a New Opportunity of Best Fit Approach Program
–        Reduce double counting and effort loss among the State MDAs
 
•         Develop the Ekiti Database particularly of indigenes within and without. Its existence will be vital to the outreach program. The responsibility should now be assigned
•         Strengthening governance internally is essential to achieving the following:
–        Finally overcome the negative consequences of failure and disruption in governance in Ekiti over the last eight years.
–        Evaluation of the implementation of SEEDS to date as the FGN is already talking of commencing work on NEEDS II
–        Help Ekiti pursue and access cheap developmental funds
–        Ensure that a Zero Budget system can be implemented
–        Bring a new lease of life to Ekiti
